Cambodia Ratifies Free Trade Agreement with China

On September 9, 2021, the National Assembly of Cambodia ratified the bilateral free trade agreement (FTA) with China, which aims to increase the trade of goods by reducing and eliminating tariffs and non-tariff barriers.

The Cambodia-China FTA extends across a wide range of sectors, including trade, tourism, investment, transportation, and agriculture. China will provide duty-free status to some 98 percent of imports from Cambodia whereas Cambodia has agreed to exemptions of up to 90 percent of its imports from China.

Although the vast majority of Cambodia’s exports to China are tariff-free through the ASEAN-China Free Trade Area (ACFTA), the CCFTA extends tariff-free trade to over 340 products, such as seafood products, garlic, cashew nuts, and dried chili, among others.

Through the CCFTA, Cambodia hopes to increase bilateral trade with China to US$10 billion by 2023, up from US$8 billion in 2020. This is a timely development for Cambodia as businesses continue to reel from the European Union’s (EU) withdrawal of the Everything but Arms (EBA) status in 2020. The EBA status was withdrawn because of what the EU perceived as serious and systemic violations of human rights in Cambodia. The EBA provides 49 of the world’s poorest countries duty-free access to EU markets

Developing nations are first in line for China’s Covid vaccines. Analysts question Beijing’s intent

INGAPORE – As the vaccine race heats up, China has promised countries in Southeast Asia and Africa that they will be first in line when Beijing’s home-grown vaccines are ready to be distributed — a move that’s raised questions about China’s intent.

From Malaysia and the Philippines to a number of African countries, China has granted some developing nations priority access to the coronavirus vaccines it’s currently developing. Chinese companies have also signed agreements with some of these developing nations to test and manufacture the vaccines.

Experts say the moves could put pressure on some of these countries to support Beijing’s commercial and political interests.

“I don’t think it’s completely altruistic, I do think they are seeking some benefits from this,” said Imogen Page-Jarrett of The Economist Intelligence Unit. “China wants to expand its commercial and also strategic interests in these countries.”

The research analyst said vaccines may be “a means to expand China’s influence and soft power” as well as ease frictions with countries that may blame China for the pandemic.

What’s in it for China?

Chong Ja Ian, an associate professor of political science at the National University of Singapore, said China could demand cooperation on a “whole range” of issues. They include practical discussions such as the code of conduct in the contested South China Sea, as well as gaining more acceptance of Chinese technology products, he said.

Triple shock (the COVID-19 pandemic, the economic impact of shutdowns, and the ensuing global recession) Hitting Developing East Asia & Pacific Region

World Bank has just recently released a report “From Containment to Recovery: Economic Update for East Asia and the Pacific”.

The Region of East Asia and the Pacific (EAP) includes Cambodia, China, Indonesia, Lao People’s Democratic Republic (PDR), Malaysia, Mongolia, Myanmar, Papua New Guinea, the Philippines, Thailand, Timor-Leste, Vietnam, and the Pacific Island Countries.  The report indicated the successful containment of the pandemic so far in parts of the EAP region, except Indonesia and the Philippines.  The pandemic is still a threat to other countries most recently Myanmar.  The methods of containment of the pandemic consisted of stringent mobility restrictions, extensive testing-based strategies, and information programmes to encourage preventive measures and precautionary be behaviour.  

The economic impact of the pandemic is expected to increase the number of people living in poverty in this region by 38 million in 2020.  The report pointed out that 33 million people would have escaped poverty if no pandemic, 5 million of people would be pushed back into poverty based on the poverty line of $5.50USD/day (defined in 2011ppp).

 

 

The report offered certain number of recommendations and policies as follows:

• ·         Building capacity for smart containment:

o   Doing testing, tracing, and isolating would help contain disease surges with more targeted and less economically disruptive measures.

 

• ·         Initiating fiscal reforms:

o   This could allow greater spending on relief without sacrificing public investment.      

• ·         Devising strategies for smart schooling:

o   This is to protect students, staff, teachers, and their families

o   Sanitary protocols, social distance practices, and student re-enrollment could prevent long-term losses of human capital, especially among the poor.  

• ·         Support for firms:

o   The support is needed to prevent bankruptcies and unemployment without unduly inhibiting the efficient reallocation of workers and resources to firms and sectors.

Trump maintains bank account in China, says NY Times

US President Donald Trump has a Chinese bank account and spent years pursuing business projects in the country, the New York Times has reported.

The account is controlled by Trump International Hotels Management and paid local taxes between 2013 and 2015.

It was set up "to explore the potential for hotel deals in Asia", according to a Trump spokesman.

Mr Trump has been critical of US firms doing business in China and sparked a trade war between the two countries.

The NY Times revealed the account after obtaining Mr Trump's tax records, which included both personal and company financial details.

The newspaper's previous reports show he paid $750 (£580) in US federal taxes in 2016 and 2017, when he became president.

The Chinese bank account has paid out $188,561 in local taxes.

Mr Trump has been critical of presidential candidate rival Joe Biden and his policies towards China in the lead-up to the US election, taking place on 3 November.

The Trump administration has singled out Mr Biden's son Hunter and made unsubstantiated claims about his dealings with China. Joe Biden's income tax returns and public financial disclosures show no business dealings connected to China.

US 2020 election: Who does China really want to win?

US presidential elections have long been a source of both intrigue and irritation for China's Communist Party rulers.

As arguably the most consequential exercises in democracy on the planet, they are always closely followed by government officials in Beijing.

But as potential reminders of just how little choice 1.4 billion people are given over their own political future, media coverage in China is tightly controlled. 

This time round though, in a US election defined by a still spiralling pandemic, a shattered economic landscape and deep political polarisation, China senses that something has changed.

It is not Chinese authoritarianism but western democracy that suddenly seems to be facing a crisis of legitimacy.

The world's freest and wealthiest economy, once thought to be so much better placed to fight the virus with its tools of transparency and accountability, has fallen well short.

While China, despite an initial cover-up thought to expose its inherent weaknesses, has gone on to use the sweeping powers of a unitary, surveillance state to test and quarantine people at will, en masse and to great effect.

Chinese foreign minister begins SE Asian tour in Cambodia

China and Cambodia have signed a free trade agreement as Beijing’s foreign minister paid a visit to Phnom Penh as part of a four-nation Southeast Asia tour

China and Cambodia signed a free trade agreement on Monday as China's foreign minister visited Phnom Penh as part of a four-nation Southeast Asian tour.

China’s foreign ministry announced that Foreign Minister Wang Yi will make official visits this week to Cambodia, Malaysia, Laos and Thailand, along with a transit visit to Singapore.

Cambodia is Beijing’s most loyal ally in the region, and its economic growth has depended on aid and investment from China. The two nations also have an ideological affinity, stressing tight control by their ruling parties over concerns about human rights.

Wang’s tour comes as China and the United States are contending for influence in Southeast Asia. Historically, the U.S. has been the more popular partner, but Beijing has made great inroads as China’s growing wealth and confidence allow it to woo allies with no human rights strings attached.

The E.U. withdrew duty-free privileges amounting to about one-fifth of the 1 billion euros ($1.2 billion) worth of Cambodian exports that go to Europe each year.

Hun Sen has acknowledged that Cambodia's economy would be affected by the move, but said the country could manage and he would not bend to Western pressure.

Nike Says China-based Supplier Sent All Uyghur Workers Home Amid Forced Labor Allegations

A China-based supplier to Nike has stopped hiring employees from the Xinjiang Uyghur Autonomous Region (XUAR) and sent all workers from the region back home, the footwear giant said in a statement on Tuesday, amid scrutiny over possible links between its supply chain and forced labor.

In early March, the Australian Strategic Policy Institute (ASPI) said that tens of thousands of ethnic Uyghur detainees in the XUAR have been transferred to factories throughout China, where they are forced to produce goods for at least 83 global retailers, including Nike, Apple, BMW, The Gap, Samsung, Sony, and Volkswagen.

A wave of pro-China demonstrations is gathering pace in cities around the world, wherever supporters of the Hong Kong anti-extradition movement gather, prompting concerns over violence and freedom of expression.

Canadian police escorted around 80 worshippers from a church in Vancouver on Sunday after the church was surrounded by around 100 shouting pro-China protesters and vehicles that had earlier been seen at the Chinese consulate.

Cambodia: Don’t cry for me

With the disappearance of Cambodia’s sovereignty over its prime seaside as reflected in Australia’s incessant media coverage highlighting Canberra’s concerns that China is “taking over” Sihanoukville for a military base, now is the right time to remind Australia and the international community: We told you so!

As Australia continues to “monitor” the situation, the only thing that innocent Cambodians can say now is, “Don’t cry for me.”

Australia’s knee-jerk political concerns have been met with the Hun Sen regime’s denials, lies and uncooperative responses. One Australian media outlet ran the headline “Australian government unconvinced by Cambodia’s denials over Chinese military base.”
