Progressive step for labour reforms

Bahrain's decision to abolish the sponsorship system for expatriates is a progressive step that could very well change the labour conditions in the country. According to Labour Minister Majeed Al Alawi, Bahrain will implement a new labour law on August 1 that allows foreign workers to switch jobs without their existing employer's consent. The new rule is expected to improve working conditions and will help increase salaries and wages, the minister said.
International organisations have been demanding such a move for a long time saying that the sponsorship system violates workers' rights.
Analysts believe other Gulf states will eventually follow suit. It took Bahrain more than three years to debate and write the new rules. Inputs from employers and the labour union were sought before introducing the new law. However, other Gulf states should not be expected to act immediately. They have to be careful, especially those countries where foreign workers outnumber the national population.
Giving workers the ability to move freely in a free labour market is a fundamental right. But it is again a delicate balance. A thorough study is needed to weigh the benefits and drawbacks. Common sense will eventually prevail.
