Laos, UN Confirm Common Development Goals

The UN and Laos government have re-affirmed their commitment to working together to boost development and cooperation by signing the UN Development Assistance Framework (UNDAF) Action Plan for 2012-2015.

The UN Resident Coordinator for Laos Minh Pham and Laos Deputy Prime Minister and Foreign Minister Thongloun Sisoulith on Wednesday both signed the Action Plan at an official ceremony here.

The plan signifies the strong commitment of the UN to the Lao people and their government, and to creating a country where all people have equal access to development gains.


This Action Plan has been designed to tie in with the Lao government's seventh National Socio-Economic Development Plan ( NSEDP), their nine Millennium Development Goals (MDGs), and their ambition to graduation from a Least Developed Nation Status in 2020.

The plan is aiming to enhance food security, gender equality, sustainable natural resource management, combat HIV/AIDS, and to better respond to climate change and disasters and reduce the impact of the unexploded ordinance that litters the country.

"In recent years, although the Lao government has made important progress in different areas such as reducing poverty and improving the quality of life of the Lao people and moving on track to attain several MDG targets," said Sisoulith at the ceremony, "there remain numerous challenges for us to overcome and the country is still off-track in achieving some MDG targets."

Specifically MDGs one and five, which target reducing extreme hunger and poverty and improving maternal health, have been acknowledged by the government and UN agencies as off-track to be completed by 2015.

Sisoulith said he felt it was crucial that the plan served as a guiding tool for Laos to achieve sustainable economic growth, and to improve health, education, and public services and social welfare.

Pham said during the ceremony, "it is the collective aspiration of the signatories to this UNDAF Action Plan to move towards greater collaboration, focus, transparency, efficiency, and coherence, and to enhance the impact of UN support as we seek to improve the quality of life for all people in Laos."
