Phnom Penh Hotel: 15 March 2011, The ILO/EU Social Protection and Promoting Employment Project organized a two-day workshop at Phnom Penh Hotel from 15 to 16 March 2011. The workshop focused on strategies for social protection in Cambodia. The main goal of the strategy is to protect the poor and vulnerable against chronic poverty and hunger, destitution and social exclusion, and to enable them to invest in their human human capital. The strategy lays out a set of objectives, related programmer, and instruments addressing specifically:
- Basic needs of the population in situations of emergency and crisis,
- Poverty and vulnerability of children and mothers,
- Seasonal un- and underemployment and livelihood opportunities,
- Affordable health care for the poor, and
- Social protection for special vulnerable groups.
H.E. Kann Man, Secretary of State, MoLVT, presided the today workshop. H.E. Ngy Chanphal, Secretary of State, Ministry of Interior, talked through the National Social Protection Strategy (NSPS). He pointed out that the Cambodian Government has set priority in the social protection that included in the Constitution of the Kingdom of Cambodia, Rectangular Strategy, NSDP Update (2009-2013), Legal Framework, International Convention, C-MDGs, Global Final and Economic Crisis, and Climate Changes.
"Social Protection is not merely a cost, not a relief operation not as a rescue package for the poor and vulnerable against the impacts of economic downturn. It is important to recognize that it is an investment in the future for the development of human capital and a tool for poverty reduction. Social Protection is an investment to the country's development, offering returns in poverty reduction, increased demand, translating to expanded markets and a healthier, better educated, and more productive workforce".

"The vision of NSPS states that more Cambodians, especially the poor and vulnerable, will benefit from improved social safety nets and social security, as an integral part of a sustaainable, affordable and effective national social protection system. Its goals state that poor and vulnerable Cambodians are increasingly protected against:
- chronic poverty and hunger,
- Shocks, destitution and social exclusion, and
- benefit from investments in their human capital through access to food, income, employment and complementary social welfare services."
